Two simple steps for creating bright and festive filler for party balloons.

This confetti was made for floating. Before you toss old gift wrap or tissue paper in the trash, think about putting it on display in the air.

What You Need

  • Scissors
  • Tissue paper (For a sophisticated mix, like this one, use bright pink, apricot, orange, and silver.)

1. Cut several folded sheets of tissue paper at a time into ½-inch strips, then “dice” crosswise.
2. To ensure that you have enough to fill “Happy Birthday!” use 16 sheets (four sheets of each color).
