How to Make It
Stir together chocolate chips, pepper, and vanilla in a heatproof bowl. Heat cream in a small saucepan over high until just simmering. Pour over chocolate chip mixture and let stand 5 minutes. Whisk until smooth. Cover and chill until mixture holds its shape, 2 to 3 hours. Scoop into 24 balls (about 1 tablespoon per ball). Place cocoa powder in a bowl and gently roll balls to coat.
